Vermont Governor Phil Scott has signed an Executive Order temporarily aligning the state’s summer gasoline volatility requirements with the EPA’s ongoing fuel volatility waiver. Under the order, bulk terminals and fuel plants may sell E10 gasoline at 10.0 PSI Reid Vapor Pressure (RVP) through September 15, an increase from Vermont’s standard 9.0 PSI limit.
The action follows EPA waivers issued in response to fuel supply concerns tied to ongoing geopolitical disruptions in the Middle East. Neighboring states including Maine, Massachusetts, and New Hampshire had already moved to higher-RVP fuel standards, and Vermont officials said the change helps maintain regional fuel supply consistency while reducing the risk of shortages.
While the EPA waiver also allows higher ethanol blends, Vermont’s Executive Order applies only to the higher RVP limit and does not authorize expanded ethanol blending requirements.
