New York State Budget Update

ESEA

On May 28, New York's FY 2026-27 State Budget was finally adopted, nearly two months after the April 1 deadline. The final $268.5 billion spending plan includes several provisions impacting the energy industry, including significant modifications to the Climate Leadership and Community Protection Act (CLCPA), changes to the state's greenhouse gas accounting methodology, a five-year delay of the electric school bus mandate, affordability initiatives, and extensions of certain alternative fuel tax exemptions.

ESEA remains encouraged by several of the climate and emissions accounting changes included in the final budget, many of which reflect years of industry education and advocacy regarding renewable liquid fuels, energy affordability, reliability, and the practical challenges associated with achieving the state's climate goals.

As the legislative session comes to a close, ESEA continues to monitor dozens of additional bills that could impact our industry and will keep members informed of any significant developments.
