April 2026 Issue

Budget Update

ESEA

The Senate and Assembly returned to Albany Monday to pass another budget extender through Tuesday, April 14.

Both houses will return for session on Monday, April 13th. Negotiations towards a final budget are ongoing, but by all accounts, we are still not close to a final budget deal and will likely be looking at another extender. There are several major issues that are still being negotiated that include protections for undocumented immigrants in New York, potentially increasing the income tax on high earners, and changes to New York’s automobile insurance regulations.

In addition, the Governor has discussed amending the state's climate legislation to extend deadlines in the law for ten years and to change the accounting methodology for calculating greenhouse gas emission to bring it in line with Federal and International norms.  We have been discussing the importance of these changes with legislators, and the discussions are ongoing.

As there was no deal in place by the April 1 deadline, all State lawmakers are currently not being paid. The lawmakers will not be paid until a final budget deal is in place. The hope for all involved is that a budget deal is reached by late April.  We will keep you apprised regarding as negotiations continue.
