New York Legislative Session Concludes

ESEA

The New York State Legislature concluded its 2026 legislative session in the early hours of June 6, bringing to a close a busy and often unpredictable year in Albany. Following the late adoption of the state budget, lawmakers spent the final days of session debating a number of high-profile issues, including data center regulations, redistricting, pricing transparency, and packaging waste proposals.

Throughout the session, ESEA closely monitored and advocated on dozens of bills affecting the liquid fuels industry. Several proposals opposed by ESEA, including fuel switching mandates, climate liability measures, motor fuel warning labels, and the Bucks for Boilers Act, failed to advance this year. Meanwhile, our Renewable Diesel legislation once again passed the Senate but did not receive Assembly consideration before the session ended. ESEA will continue working to advance this important legislation when lawmakers return to Albany next year.

The session also saw passage of legislation authorizing electronic delivery tickets for heating fuel customers, a measure supported by ESEA that now awaits action by Governor Hochul.

While the legislative session has concluded, ESEA will continue monitoring legislation awaiting action by the Governor and will keep members informed of any significant developments.
