Most of the time, business leaders who rise through the ranks of national industry organizations and arrive at the top spot do so at the culmination of a decades long career in the industry. But every once in a while, someone comes along who is relatively young, hopeful, focused and prepared to take the reins. In the case of the Energy Marketers of America, that someone is Jason Mirabito, current chair of the EMA Executive Committee.
“Serving as EMA chair is usually a celebration of someone’s career. I view my year of being chair as a celebration of our company and of our industry,” said Mirabito, senior vice president of wholesale fuels and logistics at Mirabito Energy Products in Binghamton, New York.
Before becoming the EMA Executive Committee chair, Mirabito served as the New York state representative to the Board of Directors, then served on the Executive Committee as the Northeast region chair, second vice chair and first vice chair. As one of the youngest EMA chairs ever, Mirabito is eager to offer a fresh perspective. His main goals as chair are to keep the industry united and to tell the story of what fuel marketers do more effectively.

Stephen Dodge serves as a Clean Fuels Alliance America Director of State Regulatory Affairs, with a focus on the Northeast and Mid-Atlantic states. He is responsible for all state government relations as well as regulatory oversight for that area and works closely with state soybean associations, Clean Fuels member companies, stakeholders and liquid heating fuel dealers in implementing Clean Fuels (formerly the National Biodiesel Board) policies and expanding markets for Clean Fuels members. Before joining Clean Fuels in November of 2020, Steve worked for 23 years for the American Petroleum Institute, the country’s largest trade association, overseeing policy, government relations and communications in New England. Prior to that, Steve was Legislative Director for former Massachusetts Governors Bill Weld and Paul Cellucci. Steve graduated from the College of the Holy Cross.
Steve will highlight adopted and proposed state policies (particularly those in the Northeast) that are moving the needle towards higher blends of biomass-based diesel fuel for both the transportation and heating sectors.

Michael Devine was appointed President of the National Oilheat Research Alliance effective March 1, 2022. Devine came to NORA after having served as Vice President of Sales & Business Development for World Energy. As part of the Senior Management Team, he managed day-to-day activities for sales and volumes at terminals, prepared monthly and annual budgets, and developed key national accounts including FedEx, UPS, Chevron, Ryder, The Union Pacific Railroad and others. Devine has deep roots in the oilheat industry. He began his career in his family’s business, Devine Brothers of Norwalk, CT. He started as a truck driver and service technician, growing into roles as sales manager, vice president and president of the 50+ employee, third-generation business. He is a member of the NORA board and has been a positive and active voice in supporting the oilheat and liquid heating fuels industry for decades.
NORA President Michael Devine will provide a detailed recap coming out of the two XBX High blends Infrastructure Workshops and the CSR Bootcamps, which were recently held this summer in Needham, MA., and Greenwich CT.
The High blend Infrastructure workshop included industry supply chain participants, some of which include distillate fuel terminal wholesalers, biodiesel producers/marketers, retail fuel dealers, equipment manufacturers, rail industries interested parties to learn and adopt best practices and business strategies on how to prepare their specific link the supply chain to accommodate the increasing blends of biodiesel required to fulfill the demand for low carbon liquids destined for blending into the home liquid heating industry.
The CSR Bootcamp was designed to provide a stronger level of comfort in communicating the benefits of the liquid heating industry consumer, through the interaction with the CSR. During this workshop those in attendance received advanced training in:
John is Counsel at Harter Secrest & Emery LLP, where he has worked as a government affairs attorney for the last fifteen years. He advocates on behalf of a range of businesses, professional associations, and not-for-profit entities. He has particular experience representing clients in biotechnology, energy, higher education, and other highly regulated industries. He also assists clients strategize regarding the availability of and access to a variety of government funding mechanisms and other programs. Before he joined the Government Affairs department, he practiced for several years in the trial department, gaining invaluable experience honing his writing and advocacy skills by representing clients in complex commercial litigation matters.
He serves as ESEA's retained lobbyist, and is also an adjunct professor in the Political Science department at Roberts Wesleyan College.
As principal of the Petroccione Law Firm, LLC located in Albany, New York, Emilio has been counsel to ESEA and has represented energy marketers since beginning his law career in 1983. He is an attorney with more than 35 years of experience practicing regulatory and government affairs law before the New York State Legislature, the Governor's Office, State Agencies, and the Courts.
Emilio received his law degree from Albany Law School and a bachelor degree in science from Rensselaer Polytechnic Institute. He is admitted to practice law before all New York State courts and the United States Supreme Court. Emilio has been a registered state lobbyist since 1986 and is a member of the New York State Bar Association.

He served as Director of Education for the National Oilheat Research Alliance (NORA); serves on the National Fire Protection Association Technical Committee on Liquid Fuel Burning Equipment (NFPA-31); and is a member of the Underwriter's Laboratories Standards Technical Panel for Above Ground Oil Tanks (UL-80).
John wrote and co-produced seventeen training videos for the Oilheat industry and is the author of NORA's publication "Heating Oil Storage Tanks, Guide for Quality Installation and Maintenance."
The conversation will focus on the standards that Federated utilizes when checking Motor Vehicle Records of both current & prospective employees, visiting on the importance of having a formalized driving policy, reviewing complimentary Driver Training Resources available through Federated, as well as discussing the cost savings & claims reduction that clients receive by utilizing our Drive SAFE Program with their company fleet vehicles.
Patrick Donahue started with Federated Insurance as a Field Services Development Trainee in June 2004. Upon completing the Development Trainee Program in December 2004, Patrick assumed the Risk Consultant Responsibilities for Federated Insurance in Central & South Pennsylvania, Delaware, & Southern New Jersey. In January 2008, Patrick was promoted to the position of Regional Risk Manager in the Northeast Region for Federated Insurance. During his time at Federated, Patrick has obtained the Associate in Risk Management (ARM) Designation, Associate in Management (AIM) Designation, & Associate in Insurance Services (AIS) Designation.
Campaign Overview: Everyone understands the energy sector is evolving; however, it would be neglect to approve ineffective and costly policies that will hurt all New Yorkers and the businesses that employ them rather than create a comprehensive policy that bridges current energy resources with renewable development. Current legislation and regulatory proposals will drive companies to move out of New York and threaten the reliability of our electric grid. Learn about an educational campaign that will explain to New Yorkers how the state can become a leader in climate change without costing jobs, hurting business, and stopping progress. Rich Bamberger (BV Strategies) and Maryann McCarthy (Brown & Weinraub) will provide situational analysis and an overview of the energy campaign being launched through the New York State Business Council that educates targeted audiences, neutralizes negative messaging and provides cover for decision makers to act reasonably.
Maryann McCarthy has spent over two decades advising clients on environmental, energy, transportation, procurement, and economic development related matters. As counsel at Brown and Weinraub PLLC, she represents a variety of professional associations, businesses and not-for-profits in the energy, waste and agribusiness sectors before the state legislature, governor's office and state agencies. Her clients include multinational energy companies where she is responsible for implementing legislative, regulatory, and public policy engagement strategies in New York City and New York State. Maryann advises CEOs on strategic planning initiatives and the siting of industrial and renewable energy projects, successfully securing state agency permits and economic development incentives while in the process partnering with community leaders to achieve economic and social benefits for their neighborhoods. She brings extensive experience in energy and environmental policy to assist companies in securing permit approvals in compliance with the Climate Community and Protection Act. She also works to build coalitions and execute issue driven campaigns through long lasting relationships with organized labor, universities, environmental organizations, utilities, and business groups dedicated to job creation, energy reliability and affordability, and a sustainable environment.
Rich Bamberger is an award-winning journalist and an authority on crisis management and media relations. Rich directs complex communications campaigns on behalf of BV Strategies' clients. Prior to his work at BV Strategies, Rich spent a decade at Kivvit Public Affairs creating and managing issue and reputation campaigns as well as handling crisis issues for public companies, private companies and individuals across the country. Before joining Kivvit, Rich was the Communications Director for Governor Andrew Cuomo where he managed the day-to-day operations of the Governor's press office, directed major events, coordinated message strategy and helped shape media relations for state agencies and authorities. Rich was also Communications Director for Attorney General Andrew Cuomo, overseeing communications strategy and media relations for the Attorney General's office Before entering the public sector, Rich was an award-winning journalist. During his 17-year career in television news, Rich served as a producer at WRGB-TV in Albany, NY, assignment manager at WFOR-TV in Miami, FL and managing editor of WJBK-TV in Detroit, MI. From 2007 to 2008, Rich was the managing editor of the nationally syndicated news show "Inside Edition." On September 10, 2001, Rich became the managing editor of WCBS-TV in New York City and went on to run the CBS coverage of the 9/11 terror attacks, for which the station won an Edward R. Murrow Award. In 2014, Rich spent hours helping to negotiate a hostage situation at a university in Connecticut when the hostage-taker called the WCBS-TV newsroom. The situation ended with no injuries.
